Spirit Rider Regatta September 11, 2010 Location: Off Long Beach between East Rockaway Inlet and Jones Inlet Sponsored by the O'Keefe Foundation Organizing club: The Corinthians 1. RACE ORGANISORS a. The race is organized by the O’KeefeFoundation in memory of FF Patrick O'Keefe and all those lost on September 11, 2001 in the World Trade Center b. Notice of Race, Sailing Instructions, Schedule of Events, Scratch Sheet, Race Results, and other information will be posted on the website www.SpiritRider.org 2. RULES a. The regatta will be governed by rules as defined by the Racing Rules of Sailing 2005-2008 and U.S. Sailing Prescriptions 3. NOTICES TO COMPETITORS a. Notices will be poseted on the offical race website, www.SpiritRider.org and will be available at the registration desk. b. Any changes to the sailing instructions will be distributed at the Captains' meeting on Saturday at the Maple Fire House, Long Beach. 4. SCHEDULE a. One race is scheduled. The times of any warning signals to be given will be determined at the Captain's meeting on Friday. b. First Warning Signal 10:30 am c. The schedule of events will be posted on the website www.SpriitRider.org 5. CLASS FLAGS a. The Class Flags will be announced at the Captain's meeting on Saturday. b. Class Flags will be posted on the official race website.
6. RACE AREA a. The Race will take place off Long Beach between East Rockaway Inlet and Jones Inlet.
7. SAFETY a. All boats must confirm to their class rules and any applicable safety or measurements rules and are subject to inspection by the regatta organizers at anytime during the race. b. Before the first warning signal, all competitors must check-in with the race committee by sailinng across the stern of the anchored committee boat. Infractions of this rule may be protested by the race committee only. c. A boat retiring or withdrawing from the race shall notify the race committee immediately.
8. COURSE a. The course is a closed course around two to three marks. The course will set at the discretion of the race committee on the morning of the race. b. Depending upon race conditions, the couse will comprise one, two or three laps around the course. c. The start and finish line are at the center of the course, off of Long beach withinview of the regatta Desk on the Boardwalk. d. COURSE D: Modified windward/leeward, with start in the middle of leg e. COURSE M: Modified triangle with start and finish in the middle of the windward leg f. COURSE F: Modified gold Cup Triangle followed by windward, leeward, windward, with start in the middle of the windward leg. g. The identifying letter of the course selected will be displayed from the race committee signal boat before or with the signal for each class. h. The number "2" displayed next to or beneath the course letter means twice around. i. The number "3" displayed next to or beneath the course letter means twice around. j. The diagrams witht he identifying letters below show the courses, including the approximate angle between the legs, the order in which the marks are to be passed, and the side on which each mark is to be left.
9. MARKS a. Marks 1,2,3, will be announced at the Captains Meeting Saturday b. The starting and finishing marks will be between the committee boat and tetrahedron.
10. The Start a. Races will be started using Rule 26 as follows: Signal Flag and sound Minutes before start Warning Class flag: 1 sound 5 Preparatory P,I,Z,Z AND I, OR BLACK FLAG; 1 sound 4 One minute Preparatory flag removed; 1 long sound 1 Start Class flag removed; 1 sound 0 b. A series of short sounds will be used to call attention just before each warning signal. c. Classes will start in order shown in SI 5. After the start of the preceding class the race committee will begin a new starting sequence as described above. d. A boat shall start within four minutes of her starting signal. e. The starting line will be between a staff displaying a white flag on the race committee signal boat and the starting mark or a staff displaying an orange flag on a race committee boat at the leeward end. f. Those boats whose preparatory signal has not been made shall keep clear of the starting area and of all boards whose preparatory signal has been made. 11. RECALLS a. When an individual recall is signaled, the race committee will attempt to hail the sail number(s) of the boat(s) that are over the starting line early. When the Roundan-End flag is in effect, the race committee may hail sail numbers during the minute before the start. b. The race committee procedure for hailing boats that were OCS shall not be grounds for redress. c. After a general recall, the warning signal for the recalled class will be made one minute after the general recall signal (flag First Substitute) is lowered.
12. CHANGE OF POSITOIN OF THE NEXT MARK a. To change the position of the next mark, the race committee will lay a new mark and remove the original mark as soon as practical. The change will be signaled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration.
13. THE FINISH AND TIME LIMITS a. The finishing line will between a staff displaying a white flag on the race committee boat and the finishing nearby mark. b. The time limit for the first boat to finish is 5 hours.
14. SCORING a. The race will be scored using PHRF system. Racers do not need a PHRF rating to participate. A rating will be assigned by the race committee. However, the race committee may require a valid YRA LIS rating.
15. PROTESTS a. Upon finishing a boat intending to protest shall as soon as possible, notify the race committee of intent to protest and the sail number of the protested boat. b. Protests shall be written on forms available at the Captain's Meeting and submitted within 3 hours after the committee boat docks.
16. RESPONSIBLY FOR SAFETY a. As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the O'Keefe Foundation, Inc. The owner, helmsperson and each crew member agree that the safety of the boat and the sea and the decision whether or not to start of continue the race is sole their responsibly. Each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the O'Keefe Foundation, Inc. and each of their officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity. Responsibility for evaluation wind, sea and weather conditions rest with each competitor as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket. Assistance from the race committee, committee boat, or other support boats and from persons aboard them is at the risk of the participant.
